Embracing Change: The Evolution of the Dallas Area Paralegal Association By: Debbie Oaks McBride, DAPA President 1996-1997 I cannot believe it has been thirty years since I was President of the Dallas Area Paralegal Association (DAPA). As a past president of DAPA, I have had the privilege of witnessing firsthand the remarkable journey of our organization. Our association, which has been a cornerstone for paralegals in the Dallas area, has undergone significant transformations over the years, most notably the pivotal name change in 1996. This change marked a new chapter in our history, reflecting our evolving identity and commitment to the paralegal profession.
In 1996, the Dallas Association of Legal Assistants (DALA), as it was known when the gavel was passed to me, was the only paralegal association in Dallas. We were thriving with a membership of more than 750 members. During that time, the American Bar Association (ABA) policy making body was in the process of incorporating the term “paralegal” into the definition of legal assistant.
At the August 1997 ABA Annual Meeting, the House of Delegates adopted a new definition of “legal assistant/paralegal”, as recommended by the Standing Committee on Legal Assistants. The new definition replaced the definition adopted by the ABA Board of Governors in 1986. It added the term “paralegal” since the terms “legal assistant” and “paralegal” were, in practice, used interchangeably. Twenty-three years later, at the February 2020 ABA Midyear meeting, the ABA’s House of Delegates adopted the current definition of paralegal, as recommended by the Standing Committee on Paralegals. The current definition replaced the definition adopted by the House of Delegates in 1997. This updated definition removed the term “legal assistant” in order to reflect terminology that more accurately represents the type of substantive work that paralegals perform.
A paralegal is a person, qualified by education, training or work experience who is employed or retained by a lawyer, law office, corporation, governmental agency or other entity and who performs specifically delegated substantive legal work for which a lawyer is responsible.
The 1996 Name Change: A Strategic Shift
In 1996, the decision to change our name from the Dallas Association of Legal Assistants to the Dallas Area Paralegal Association was a strategic move that signified our recognition of the growing importance and distinct role of paralegals within the legal community. The term "paralegal" more accurately represented the specialized skills and responsibilities that our members possessed, aligning with national trends and the evolving legal landscape.
Since a name change would require a vote of the current membership, we also decided to amend the Membership Criteria for new Voting Members to include minimal educational and/or experience requirements. This was a highly debated topic, but important for the future of our profession. After months of discussion, in the fall of 1996, DALA members voted to approve the name change to the Dallas Area Paralegal Association and adoption of new membership criteria requiring minimum education and experience for Voting Membership.
This change was driven by a desire to better reflect the professionalism and expertise of our members. It was a bold step that underscored our commitment to advancing the paralegal profession and enhancing the visibility of our contributions to the legal field. By embracing the term "paralegal" and requiring minimal educational requirements, we positioned ourselves as a forward-thinking organization, ready to meet the challenges and opportunities of the future.
Evolving Identity and Expanding Horizons
Since the name change, DAPA has continued to evolve, adapting to the dynamic needs of our members and the legal industry. Our identity has been shaped by a commitment to excellence, education, and advocacy. We have expanded our offerings to include a wide range of professional development opportunities, from continuing education seminars to networking events and mentorship programs.
Our association has also played a crucial role in advocating for the recognition and utilization of paralegals in various legal settings. We have worked tirelessly to promote the value that paralegals bring to law firms, corporations, and government agencies. Through our efforts, we have helped to elevate the status of paralegals, ensuring that our contributions are acknowledged and respected.
A Community of Support and Growth
One of the most rewarding aspects of being part of DAPA is the sense of community and support that we provide to our members. Over the years, we have fostered an environment where paralegals can connect, share experiences, and learn from one another. Our association has become a hub for collaboration and innovation, where members can find the resources and encouragement they need to thrive in their careers.
As we look to the future, DAPA remains committed to its mission of supporting and empowering paralegals. We continue to adapt to the changing legal landscape, embracing new technologies and methodologies that enhance our profession. Our association is dedicated to fostering a culture of continuous learning and professional growth, ensuring that our members are well-equipped to navigate the complexities of the legal world.

Reflecting on the journey of the Dallas Area Paralegal Association, I am filled with pride at how far we have come. The name change in 1996 was a defining moment that set the stage for our continued evolution and success. Our association has grown stronger, more diverse, and more influential, thanks to the dedication and passion of our members.
As we move forward, we remain committed to our core values of professionalism, education, and advocacy.
